is there a way to create a mermaid or trumpet dress?

I'd start with the Pegged Skirt (aka pencil skirt) pattern, make it maybe mid-calf length, and draft a peplum/trumpet to tack onto the hem. In this case, the peplum can be just a truncated cone; it's about the same idea as an A-line skirt which is also basically just a truncated cone shape.
