It could be placed over an existing old or new dress form with batting under it to fill it out. | ||||

If the dress form is smaller (?), that's the whole point of padding it to match the current torso sloper. Those who don't have a dress form might be able to pick up a smaller one (than their own size) or an adjustable one at the local Good Will or second-hand shop and do the same thing. | ||||
